How easy would it be to ban new users from the General Forum, until they have posted at least 3 times?

I think we could ban new users from posting anywhere at all

I fail to see how the forum descriptions could be any clearer, I think it's just a case of people posting in the first available forum. Perhaps the General Discussion should be moved down, and have Beginners Help at the top?

As an intermediate solution, I moved general discussion from library users to new offtopic category and moved that to the bottom. Hopefully that'll teach em
