Create a new kind of HorizontalScrollbar

I want to create a new kind of HorizontalScrollbar, just as the photo below shown:

As we known that the HorizontalScrollbar in TaharezLook and WindowsLook all have two buttons in each end of scrollbar. Now is it possible to make it by just editing looknfeel file?

Do you need this widget acting as scrollbars in other widgets? otherwise I think you want to create a slider
